"Minnesota Health Benefit Exchange Act"; creating the Minnesota health benefit
exchange; defining certain terms; establishing exchange; specifying the general
requirements and the duties of the exchange; authorizing the exchange to certify
a health benefit plan as qualified provided it meets certain criteria;
authorizing the exchange to establish and all-payer rate setting system to
govern provider payments made under private and public sector health plans
offered inside and outside the exchange; authorizing the exchange to charge
assessments or user fees to health carriers; requiring the exchange to publish
certain costs; authorizing the exchange to adopt rules to implement provisions
of the act; providing for fair hearings for individuals aggrieved by an
eligibility decision or a subsidy determination; specifying the exchange's
relationship with other laws
