Regulating telephone sales or solicitation calls; providing for telephone
subscriber placement on a no sales solicitation calls listing by notice to the
department of commerce, specifying a listing charge, providing for annual
renewal, fee; requiring the department to periodically update the no call list;
providing for access to the list by telephone solicitors, fee; prohibiting
solicitation calls to telephone numbers on the no call list and the
circumvention of caller identification (ID) services; requiring the commissioner
to include Minnesota subcribers on a national no call list maintained by the
federal communications commission (FCC) on the state list; classifying and
restricting the release of information contained in the list; specifying certain
customer notice requirements of telephone companies; granting the commissioner
certain enforcement powers and providing for civil action to recover damages;
appropriating money to the attorney general for the telemarketing fraud outreach
advocacy network (rla)
