Relating to economic development; increasing the amount allowed to be+ spent by
the commissioner of trade and economic development (DTED) to +administer the
contamination cleanup grant program; modifying certain provisions +under the
rural challenge grant program, modifying the allocation of funds to +regional
organizations and expanding authorized uses and modifying the +administration of
revolving funds, limiting the amount of assistance per project and +requiring
projects supported through the program to be used principally to +benefit low
income persons and eliminating certain match requirements and certain+ reporting
requirements of organizations receiving the grants; modifying certain+ rural
rehabilitation revolving account administration requirements, +restricting the
withdrawal of funds for administrative purposes; eliminating the +annual
reporting requirement of the job skills partnership board under the +pathways
program; repealing the definition of local government unit under +certain
development provisions, certain provisions providing for +microenterprise and
local government unit loans and certain regional cooperation +requirements under
the challenge grant program and the Minnesota world trade center(je)
