3E Relating to transportation

ARTICLE 1 - TRANSPORTATION APPROPRIATIONS

Appropriating money to the commissioner of transportation (DOT) for multimodal systems, airport development and assistance, aviation support and services, transit, freight, state roads operations and maintenance, program planning and delivery, construction, highway debt service, electronic communications, local roads, county and municipal state aids, state aid appropriation adjustments, agency management, services, buildings; requiring the commissioner of transportation to make certain transfers, specifying use of state road construction appropriations and allowing a contingent appropriation, prohibiting certain use of the trunk highway fund; appropriating money to the metropolitan council for bus transit and rail operations, and to the commissioner of public safety for administration and related purposes, the office of communications, public safety support, technology and support services, state patrol, commercial vehicle enforcement, capitol security, the vehicle crimes unit, driver and vehicle services and traffic and pipeline safety; authorizing and providing for certain fund transfers and tort claims payment; extending previous state road appropriations with reduced funding

ARTICLE 2 - TRANSPORTATION DEVELOPMENT

Establishing requirements governing capital requests for projects to establish fixed guideway transit and rail lines; modifying certain provisions relating to detailed capital budget submission requirements, requests for state assistance information, guideway investments, and legislative reporting; creating the trunk highway economic development account for construction, reconstruction, and improvement funding for metropolitan and regional districts; changing the county state-aid highway fund and municipal state-aid street fund estimates time period; modifying formula requirements in allocating state aid for town roads; specifying an end date for the vehicle registration technology surcharge; extending the applicability of motor vehicle plates for physically disabled persons to motorcycle plates; allowing license plate payments to include an additional payment for anatomical gifts public information and education; expanding the eligibility for gold star license plates to surviving legal guardians, siblings, children of persons who died while serving honorably in active service; increasing motor vehicles registration renewal and transaction fees, extending certain surcharges, motor vehicle title fees, authorizing the department of transportation (DOT) to charge annual special permit fees for motor vehicle transport of waterfront structures on trunk highways; requiring trunk highway fund crediting; reducing drivers license, permit, and identification (ID) card fees; allowing drivers license agents to charge filing fees; establishing an anatomical gift account; allowing metropolitan council transfers to the metropolitan livable communities accounts and allowing the council to make certain transfers to the transit operating budget; requiring a public safety commissioner legislative report on the anatomical gift account
