abuse and neglect and reduce juvenile delinquency by promoting positive
parenting; specifying certain program content and services requirements and
certain authority of the county board; requiring the commissioner to conduct
training programs at county request and the county to evaluate the effectiveness
of the program and annually report to the commissioner (ra)
