3E Relating to state lands; modifying the procedure for commissioner of natural
resources (DNR) designation of scientific and natural areas and expanding the
authorized use of the areas for hunting, trapping and fishing; clarifying a
certain restriction on wetland development in the private sale of certain
surplus state land bordering public waters in Scott county; authorizing and
providing for the private sale of certain consolidated conservation land in
Aitkin county, of certain tax-forfeited land in Beltrami and St. Louis counties,
of certain surplus state lands in Hubbard, Lake, Roseau and Wabasha counties and
of certain tax-forfeited lands bordering public water in Itasca, Rice and
Washington counties, for the public sale of certain tax-forfeited lands
bordering public water in Itasca and St. Louis counties and of certain surplus
state land bordering public water in St. Louis county and for the conveyance of
certain tax-forfeited lands bordering public water in Hennepin and Rice
counties; authorizing Itasca county to spend money in the county environmental
trust fund to acquire certain land for public access purposes; requiring the
commissioner to convey an easement on certain state land bordering public water
in Washington county to the landowners; authorizing the St. Louis county board
to convey a permanent no build easement on certain tax-forfeited property to a
certain private property owner sharing a border with the tax-forfeited lot
