the state total ABE aid formula, requiring aid not paid to programs due to
certain program aid limits to be added to the state total ABE aid for the next
fiscal year or reallocated among programs by adjusting the rate per contact
hour; establishing an adult literacy grant program for recent immigrants to the
state to meet the English language needs of unanticipated refugees and
immigrants, requiring the commissioner of education to consult ABE service
providers in establishing the form and manner of the grant program;
appropriating money to the commissioner for ABE aid and for the grants
