renewal of licenses by cities, counties or towns, requiring commissioner of
public safety approval; specifying certain applicant qualification requirements
and authorized sales; requiring annual unannounced youth access compliance
checks and the posting of certain notices relating to the prohibition on sales
to persons under the age of 21; specifying certain employee training program
completion requirements; restricting the location of wine displays; regulating
the annual license fee; prohibiting local ordinances prohibiting persons under
the age of 21 from entering licensed supermarkets
