3E Relating to jobs, economic development and housing; appropriating
money

ARTICLE 1 -JOBS, ECONOMIC DEVELOPMENT, AND HOUSING
APPROPRIATIONS

Appropriating money to the commissioner of employment and
economic development (DEED), the housing finance agency (HFA), the commissioner
of labor and industry (DOLI), the bureau of meditation services, workers
compensation court of appeals, the board of accountancy, the board of
architecture, engineering, land surveying, landscape architecture, geoscience
and interior design, the board of cosmetologist examiners, the board of barber
examiners and the Minnesota science and technology authority; providing for
transfers

ARTICLE 2 - MISCELLANEOUS ECONOMIC DEVELOPMENT
PROVISIONS

Modifying certain contamination cleanup grants expenditure
requirements; requiring monitoring pass-through grant recipients by the
department of employment and economic development (DEED); creating a small
business loan guarantee program; specifying certain deposit requirements for
unemployment benefits fraud penalties; extending the date for the submittal of
independent compliance audits of extended employment service providers;
modifying certain allocation requirements for mineral occupation taxes;
increasing combative sports commission fees to make the commission supported by
fee revenue and removing an expiration date

ARTICLE 3 - LABOR AND
INDUSTRY

Modifying the independent contractor exemption certificate
application fee requirement; allowing the commissioner of the department of
employment and economic development (DEED) to file and enforce unpaid judgments;
clarifying safe patient handling program enforcement; modifying effective date
of state building code rules under the administrative act (APA), contractor
recovery fund allowable costs and allowing the commissioner of labor and
industry and interested parties to seek administrative law judge findings
judicial review; modifying certain construction codes and licensing provisions;
modifying certain powers and duties of the plumbing board; defining and
regulating backflow prevention rebuilders and testers, allowing sewer or water
service installation with contractor license, modifying surety bond, allowing
pipe laying training to do certain work and requiring registration, charging a
biennial bonding filing fee, modifying regulated industry definition, modifying
certain occupational continuing education requirements; clarifying and modifying
regulation of medical gas system and manufactured home provisions; modifying
alternative design plans and reinstallation requirements for manufactured homes;
modifying manufactured home relocation trust fund payment provisions; revisors
instruction; repealing residential trade coordinator and licensee definitions
and continuing education accessibility
