research on improving fuel system materials compatibility and the energy
efficiency of burning ethanol or ethanol fuel blends in motor vehicles while
controlling tailpipe emissions, specifying grant amount and duration limits and
a match requirement; requiring the commissioner to establish guidelines for the
submission and review of applications and the awarding of grants; appropriating
portions of a certain prior appropriation to the commissioner for ethanol
producer payments for the grant program
