Authorizing school districts to offer and independently establish
policies,
procedures, curriculum and services for providing comprehensive age
appropriate and medically accurate family life and sexuality education for
elementary students, requiring family life and sexuality education programs in
secondary schools; granting parents or guardians opt out authority; specifying
certain notice requirements of school districts; requiring the establishment of
policies and procedures to restrict the availability of educational materials to
students excused from the programs; authorizing the department of education to
offer certain program implementation assistance to school districts, authorizing
contracts with school districts, local health agencies or nonprofit
organizations to establish regional training sites; repealing a certain existing
provision providing for programs to prevent and reduce the risks of sexually
transmitted infections and diseases
