interlock device; defining willfully ignorant under forfeiture provisions;
providing limitations and defenses to forfeiture and ownership or interest at
time of the crime by placing burden of proof on the prosecutor in an innocent
owner case involving off-highway vehicles, DWI, designated offenses, controlled
substance offenses, fleeing offenses, and prostitution offenses; codifying and
expanding the homestead exemption
