E Prohibiting counties, cities or towns from enacting, amending or enforcing
ordinances providing for the elimination or termination of lawful land uses by
amortization, excepting adults only businesses and authorizing ordinances to
prevent, abate or eliminate nuisances without payment of compensation;
authorizing the city of St. Louis Park to continue to enforce a certain
ordinance relating to the amortization of a nonconforming ready mix facility;
excepting ordinances involved in actions commenced before a certain date to
amortize a specific land use, authorizing enforcement relating to the specific
use as determined by the court or by the parties in an agreement to settle the
action (ra, ja)
