commissioner of education approval of sponsoring organizations after a certain

notification of approval withdrawal and commissioner school assignment; allowing
approved sponsors to make annual assessments of schools up to a certain amount,
specifying certain fees, requiring the commissioner to charge schools sponsored
by the department certain fees and requiring certain sponsor reports
