with a data-based problem-solving model of literacy instruction used in helping
to train local Head Start program providers, other prekindergarten program
providers and staff in schools with students in K-3 to evaluate and teach early
literacy skills to children age 3 to grade 3; modifying certain youth works
program training requirements of the Minnesota commission on national and
community service; appropriating money to the commissioner of education for the
program
