E Relating to juveniles; requiring standards for foster care homes under the
human services licensing act to address the components of specialized
therapeutic services to be provided by the homes; requiring local social
services agencies to establish juvenile treatment screening teams; requiring
court notification of county welfare agencies of certain longer term out of home
placements for screening decision purposes; requiring and providing for counties
to develop written policies for classifying juvenile offenders, requiring
consultation with and cooperation of the department of corrections; requiring
the court to state intended outcomes for out of home placements of juveniles and
to order appropriate agencies to develop case plans for dispositions of
delinquent children, specifying certain minimum plan requirements, requiring
court review and incorporation into the disposition order upon approval;
specifying county responsibility for transitional services plans; requiring
annual reports by the commissioners of corrections and human services to the
legislature on out of home placements; requesting the chief justice of the
supreme court to convene a task force on juvenile out of home placement goals,
specifying membership requirements and requiring a report to the legislature by
a certain date; requiring the commissioners to convene task forces to identify
ways to collect comprehensive statewide information on juvenile out of home
placements and to adopt uniform definitions for measuring residential program
completion rates for juveniles placed in residential facilities, specifying
certain legislative reporting requirements; requiring the commissioners to study
issues involving providing culturally appropriate services for juveniles in
juvenile court and report to the legislature by a certain date; requiring the
department of human services to continue to review and monitor the social
services information system to ensure the accuracy and completeness of data on
