provisions; stating the purpose of ECFE to provide parenting education;
prohibiting districts from limiting ECFE participation to residents and
modifying program requirements; requiring ECFE programs to submit biennial plans
to the commissioner of education; modifying the ECFE levy, revenue use and the
home visiting levy provisions; providing for targeted training of early
childhood professionals to improve school readiness; providing for improvement
of educational offerings in school readiness, head start and child care
programs; providing for early childhood scholarships; appropriating money to the
department of education for school readiness, ECFE and health and developmental
screening aids, head start program, educate parents partnership, kindergarten
entrance assessment initiative and intervention program, early childhood part C,
ECFE program accountability initiative, targeted training of early childhood
professionals, improve educational components in school readiness, head start
and child care programs and early childhood scholarship program
