ARTICLE 1 - OUTDOOR SPORT EQUIPMENT FRANCHISES

Regulating
franchise agreements between outdoor sport equipment dealers and manufacturers;
defining certain terms; requiring good cause by manufacturer to terminate,
cancel, fail to renew or substantially change the competitive circumstances of a
dealership agreement; specifying notice and obligation to repurchase
requirements, providing for payment of repair parts; specifying payment and
interest requirements, providing for dealer notice of intent to return and
manufacturer inspection of the equipment and specifying certain payment or
credit requirements; providing for manufacturer repurchase of the equipment upon
the death of the dealer; specifying certain manufacturer violations and
regulating warranty claims; voiding inconsistent agreements; providing for
certain remedies and for applicability of the provisions

ARTICLE 2 - OUTDOOR
SPORT EQUIPMENT TITLING REQUIREMENTS

Specifying outdoor sport equipment
titling requirements; defining certain terms; requiring certain outdoor sport
equipment used on the waters or the lands to have a certificate of title;
exempting certain outdoor sport equipment; providing for voluntary titling of
navigation equipment; requiring a manufacturers or importers certificate before
receiving the legal title; requiring a title prior to the purchase of an outdoor
sport equipment license; specifying application and issuance procedures for the
certificate of title, specifying title contents; providing certificate of title
issuance without absolute proof of ownership of the equipment; requiring the
commissioner to maintain records of certificates of title; specifying grounds
for refusal to issue the certificate of title; requiring dealers to obtain
certificate of origin from manufacturer or importer, specifying certificate of
origin contents requirements; requiring new title application prior to sale of
new or used sport equipment, providing for foreign registration procedures;
specifying procedures for transfer by owner; providing for temporary use
permits; providing for issuance of duplicate certificate under certain
conditions; providing for suspension or revocation of a certificate under
certain conditions; specifying the responsibilities of the commissioner relating
to outdoor sport equipment titling requirements; prescribing certain penalties;
