E Increasing the filing fee for motor vehicle registration transactions with
public or private deputy registrars, separating the registration renewal fee
from the fee for other transactions; prohibiting the charging of a filing fee
for correction of errors made by licensed auto dealers; requiring motor vehicle
dealers to retain a portion of the transaction filing fee for electronically
transmitted transactions to the department of public safety or a deputy
registrar; requiring the department to develop implementation procedures in
consultation with the Minnesota deputy registrars and automobile dealers
associations, prohibiting deputy registrars from being prohibited from receiving
and processing required documents supporting electronic transactions (ra, ja)
