Modifying certain child care assistance administration provisions; making technical changes to certain definitions, expanding the definitions of MFIP to include the Minnesota family investment program-statewide and the work first program and of transition year families to certain families participating in the work first program; authorizing the use of transition year child care assistance to support employment or job search; clarifying a certain commissioner of children, families and learning allocation notice requirement under the basic sliding fee program; eliminating certain student eligibility or participation provisions; modifying eligibility for the basic sliding fee program and providing for the allocation to counties of funding increases implemented within a calendar year; requiring the use of unspent funds in the portability pool for the basic sliding fee program; clarifying certain child care plan requirements; changing a certain periodic county child care subsidy rate evaluation requirement to a commissioner market practices evaluation requirement for payment of absent spaces establishment purposes; eliminating references to the aid to families with dependent children (AFDC) program and requiring the revisor of statutes to change a certain headnote accordingly; repealing certain obsolete provisions and a certain provision providing for a temporary child care assistance diversion program for certain MFIP-S participants (mk)
