doctor of osteopathy (D.O.) membership requirement; adding the national board of
osteopathic examiners to the list of those who prepare and grade the medical
license examination; requiring the applicant taking the college of osteopathic
medical licensure examination (COMPLEX) to pass all steps with a certain number
of attempts; modifying board applicant licensing requirements by making optional
the in person board appearance requirement; authorizing a diversionary program
in the health professional services program for certain licensed persons unable
