Establishing an adolescent parenting grant program to provide school based,
comprehensive, community linked programs to ensure the long term self
sufficiency of adolescent families and the development and school readiness of
the children, specifying program goals and student eligibility; authorizing
school districts, groups of school districts, alternative learning programs and
family service collaboratives to apply for the grants, specifying application
content and program component requirements; requiring the commissioner of
children, families and learning to develop and implement the evaluation
component and to provide centralized coordination of the evaluation process;
appropriating money to the commissioner for the grants and requiring the
commissioner to continue the grants to programs demonstrating progress toward
the goals, select additional grantees through the competitive review process and
ensure the coordination of male responsibility grants, the adolescent parenting
program, ENABL and federal resources available to serve pregnant or parenting
adolescents or programs to prevent pregnancy (ra)
