providing certain additional requirements for residential mortgage originators
and servicers to discourage predatory lending including determining reasonable
ability to pay; prohibiting the practice of churning; requiring lenders to
inform borrowers of additional money due for taxes and insurance; modifying the
definition of lender fee; implementing certain requirements for residential
mortgage brokers relating to the relationship with borrowers; applying the duty
of agency between a mortgage broker and a borrower under certain conditions
