revenue insurance assistance to certain farmers with crops located in disaster

amount; appropriating money to the commissioner for the crop insurance
assistance, to the university of Minnesota agricultural experiment station for
wheat and barley scab, soybean mold and other crop disease research and to the
agricultural utilization research institute for technical assistance and grants
