with career and college (postsecondary education) choices; specifying
eligibility and application procedures; requiring the commissioner of education
to select a qualified school district; establishing a consortium of higher
education research institutions to develop and implement a data collection,
accountability and reporting system to inform districts, parents and interested
community members of the effects of career and college counseling programs;
appropriating money to the department of education for the career and college
counseling and the research consortium
