Establishing a wind energy revolving loan program in the department of trade and
economic development for participation in loans to farmers to finance the
construction of wind energy conversion systems built to satisfy the wind power
mandate; establishing the wind energy revolving loan account to fund the
program; specifying applicant loan eligibility requirements; providing for DTED
participation with lenders in wind energy loans, limits; authorizing the
department to impose a nonrefundable application fee for the loans, specifying
an initial fee amount, authorizing annual review and adjustments, requiring
deposit of the fees in the revolving loan account; requiring a certain amount of
the wind power mandate to be purchased from wind energy conversion systems owned
or operated by persons or entities eligible for the loans; requiring the public
utility operating the Prairie Island nuclear generating plant to make dry cask
payments to the wind energy revolving loan account in lieu of a renewable
development account (rla)
