"Medical Marijuana Act"; providing for the medicinal use of small amounts of
marijuana by seriously ill patients with certain debilitating medical conditions
under the supervision of a licensed medical doctor to mitigate the symptoms or
effects of the condition without fear of patient or doctor civil or criminal
prosecution; exempting the medical use and professional opinions relating to the
medical use of marijuana from criminal and civil penalties; specifying certain
marijuana possession, delivery or production limits, providing for an
affirmative defense to charges of possessing, delivering or producing quantities
is excess of the limits; providing for the identification of mature marijuana
plants for medical use purposes; legal protection to extend to primary
caregivers of the patients under certain conditions; providing for physician
testimony in legal proceedings; protecting property seized in connection with
the claimed medical use of marijuana, prohibiting prosecution for being in the
presence or vicinity of the medical use of marijuana and establishing an
affirmative defense to a charge of violation; restricting the medical use of
marijuana by minors; imposing penalties for fraudulent representation of the
medical use of marijuana and specifying certain additional use restrictions;
