Relating to natural resources; modifying provisions relating to the reinvest in
Minnesota (RIM) program; modifying purpose and policy and drained wetland and
riparian land definitions, defining reinvest in Minnesota reserve program,
making conforming and technical amendments, modifying the program to include
native plant habitats, water quality improvement practice, modifying
conservation easement application requirements and considerations, allowing
alternative practices to include native prairie, grasslands and wetlands
restoration, requiring the board of soil and water resources (BWSR) to share
information with local soil and water conservation and watershed districts,
removing a restriction on bond proceeds, authorizing BWSR policy adoption;
providing a revisor of statutes instruction; repealing the conservation reserve
program definition, cooperation and technical assistance and reservation of
marginal land and wetlands; repealing certain state agency administrative
rules
