school bus drivers to pull off the street or highway onto the shoulder before
loading or unloading passengers at the designated bus stop, requiring designated
shoulder stops to be clearly described or mapped for the bus drivers; requiring
use of stop sign arm and flashing red signals in unloading or loading passengers
