health benefit proposals to provide the legislature with an analysis +of the
ramifications of the proposals, defining mandated health benefit +proposal and
specifying certain evaluation content requirements; requiring the +commissioner
of commerce to summarize the nature and quality of available +information on the
issues and to provide preliminary information to the public; +providing for
legislative requests for evaluations, requiring the commissioner to +conduct
evaluations upon request, exception, providing for the prioritization+ of
requests for evaluation of multiple proposals and specifying a time +limit for
