Relating to the organization, operation and financing of state +government for
fiscal year 2003 ARTICLE 1 � TRANSPORTATION Appropriating additional money
from the trunk highway fund to the +commissioner of transportation (DOT) and
authorizing the issuance of state bonds +for state road construction and
cancelling the same amount of money from a +certain prior appropriation for road
construction to the general fund, providing +for the payment of bond sale
expenses ARTICLE 2 � TRANSFERSRequiring the higher education services office
(HESO) to transfer a +certain amount of uncommitted balances in the SELF loan
reserve fund to the +general fund, the commissioner of human services to
transfer certain amounts +from the TBI enterprise, from lease income and from
the ICF/MR (intermediate +care facilities for persons with mental retardation or
related conditions) depreciation accounts to the general fund and the
commissioner of the+ pollution control agency (PCA) to transfer a certain amount
from the unreserved+ balance of the solid waste fund to the commissioner of
finance for +cancellation to the general fund; increasing the amount of money
required to be +transferred by the commissioner of finance from the excess
surplus account of the +workers compensation special compensation fund to the
