E Modifying certain provisions regulating individual sewage + treatment systems;
increasing the license fee and specifying a maximum fee for multiple +licenses;
imposing a surcharge on the sale of septic system tanks, providing +for
collection by the commissioner of revenue as a sales tax, requiring +deposit of
surcharges collected in the environmental fund for ISTS program +administration
purposes; requiring the commissioner of the pollution control agency +in
consultation with the ISTS industry to propose a structure for an +industry
oversight board to work with the commissioner on industry oversight, +requiring
a report to the legislature by a certain date; appropriating money to+ the
commissioner of the PCA to address the need for increased activity in+ the areas
of new technology review, technical assistance for local governments,+ training
individual sewage treatment system professionals, program planning +and
enforcement under individual and alternative discharging sewage +treatment
systems provisions, authorizing grants to counties to assist in the
implementation of ISTS requirements(ra, ja)
