E Providing for the addition of nonvoting affiliate members to the metropolitan
council representing counties in Minnesota and Wisconsin adjacent to the
metropolitan area to be appointed by the governing body of the adjacent county,
providing for compensation; requesting the legislative audit commission (LAC) to
direct the program evaluation division of the office of the legislative auditor
to study the 1994 merger of the metropolitan waste control and transit
commissions and the regional transit board (RTB) with the metropolitan council
to determine operational efficiency, service cost effectiveness and oversight
and accountability; appropriating money to the board of government innovation
and cooperation for grants to encourage local government units in the
metropolitan area to enter into joint powers agreements to provide more
effective and efficient public services(ra, ja)
