Modifying certain provisions regulating the operation of off highway vehicles;
requiring the commissioner of natural resources (DNR) to maintain and publicize
a toll free telephone number allowing citizens to obtain tape recorded trail
conditions information and to report complaints about or violations by operators
of off highway vehicles and damages caused by all-terrain vehicles and trail
safety concerns; imposing a speed limit in certain areas; requiring certain
mufflers on off highway vehicles and regulating the amount of noise emission;
imposing criminal penalties for certain off highway vehicle regulation
violations; subjecting off highway vehicles to seizure and forfeiture under
certain conditions, specifying certain notice requirements and providing for
disposition or redemption of forfeited vehicles; specifying certain district
court administrator violation recordkeeping requirements, requiring forwarding
of conviction reports to the commissioner of public safety for recording on
driving records; increasing the civil penalties for property damage; extending
and expanding authorized use of the off highway vehicle damage account to the
repair or restoration of driveways damaged from legal operation of the vehicles
within public road rights-of-way, eliminating certain responsibilities of
applicants and certain funds transfer requirements of the commissioner of
finance; removing trails from the definitions of off road and off road vehicle
staging area; clarifying certain general requirements for off road vehicle
registration; modifying certain operation restrictions, prohibiting operation on
forest lands; eliminating the requirement for unrefunded gasoline tax
attributable to off road vehicle use to be credited to the off road vehicle
account in the natural resources fund; requiring registration plates on ATVs;
requiring registration revocation for conviction of trespassing while operating
off highway motorcycles, off-road vehicles or ATVs under the game and fish law;
specifying certain reference deletion and insertion instructions to the revisor
of statutes; repealing certain noncriminal penalty provisions
