Relating to human services; increasing the resident capacity for certain
single-family residential programs; authorizing the commissioner of human
services (DHS) to allow individuals with disabilities applying for medical
assistance (MA) to retain permanent (whole) life insurance policies under
certain conditions; defining terms; specifying a state share of the death
benefit; requiring the commissioner of human services in consultation with the
commissioner of health to designate qualifying nursing facilities as critical
access nursing facilities under the value-based nursing facility reimbursement
system; specifying designation requirements; authorizing an enhanced private pay
rate under medical assistance; authorizing the commissioner to negotiate with
long-term care employers responding to requests for proposals to insure
long-term care employees; specifying requirements
