climate change, and renewable energy, methods to protect, restore, and enhance
land, water and habitat, land acquisition for habitat recreation, administration
and contract agreement reimbursement; specifying the availability of
appropriations, data availability requirements, project requirements, payment
conditions and capital equipment expenditures, purchase of recycled and
recyclable material, energy conservation and sustainable building guidelines and
accessibility; extending certain carryforward provisions; modifying certain
provisions related to the duties of the legislative-citizen commission on
natural resources, public meetings and peer review related to the environmental
trust fund expenditures, and certain provisions related to trust fund
