Proposing an amendment to the Minnesota constitution, article IV, to provide for
enactment of laws by initiative and referendum; "Initiative and Referendum
Implementation Act"; establishing procedures for initiative and referendum;
defining certain terms; requiring and providing for the filing of a declaration
with the secretary of state before petition circulation, requiring forwarding of
a copy to and sponsor consultation with the revisor of statutes, specifying
duties of the revisor; specifying initiative petition content, filing and
signature requirements and secretary of state verification and certification
duties, providing for voluntary abandonment; providing placement on the ballot,
voting and canvassing, restricting initiative and referendum measures to the
general election; allowing simultaneous petitions, restriction; requiring state
payment of county auditor signature verification assistance costs; providing for
resolution of conflicts between apparently conflicting measures; providing for
publication of measures by the revisor; regulating related literature and paid
advertisements in newspapers, periodicals or magazines and on radio or
television; requiring certain disclosures to the state campaign finance and
public disclosure board; specifying certain prohibitions; providing for judicial
review of certain matters in the district court and for the violet ballot and
