death against emergency health care and OB/GYN providers; requiring the court to
reduce noneconomic loss damages awarded in excess of the limit; requiring
punitive damages awarded to be paid to the Minnesota comprehensive health
association (MCHA) to be used to reduce member assessments, exempting licensed
private nonprofit hospitals from liability for punitive damages in malpractice
or similar actions
