offenders, requiring commissioner of corrections to consider chemical dependency
assessments completed at intake and to use a certain risk assessment tool for
making a determination for conditional release, requiring the supreme court
chief justice to appoint a panel of judges to advise commissioner of corrections
on eligibility decisions, requiring commissioner to use early release savings
for chemical dependency treatment programs; repealing conditional release of
nonviolent controlled substance offenders extension of term of imprisonment for
offenders failing in treatment and the sunset provision
