programs allowing peace officers to detect and cite through the mail +traffic
signal violations through photographic evidence, specifying certain +program
requirements and exemptions and requiring consultation with the +department of
public safety in establishing the programs; specifying certain +private program
contract restrictions; authorizing the cities or towns to establish +violation
fine schedules; imposing liability for repayment of fines on the +cities or
towns under certain photographic system malfunction conditions; +classifying and
restricting access to photographic evidence and conviction records; +prohibiting
the department from recording convictions for violations detected through
photographic evidence on driving records (ra)
