1E Creating the council on indigenous language, providing for membership
appointment from the native American tribes and Indian communities, specifying
organization, duties and meeting schedule, requiring the council to collaborate
with the departments of education and human services and the office of higher
education to develop a multitiered system for native speaker board of teaching
certification for teaching purposes, requiring the council to work for an
indigenous language institute development for curriculum standards, permitting
the council to contract, regulating appropriations to the council, requiring the
initial meeting to be convened by a facilitator designated by the Minnesota
Dakota/Ojibwe language revitalization alliance (DOLRA), appropriating money to
the council, office of higher education and the commissioners of human services
and education
