ARTICLE 1 - STATUTE
MODERNIZATION

Clarifying general authority of the department of commerce and
the public utilities commission (PUC); providing regulations for schedules,
tariffs, and individual contracts, adding new requirements for tariffs;
protecting proprietary information; providing for discontinuance of service
connection between telephone companies under certain conditions; regulating
local exchange carriers and advanced service providers combined local access
surcharge requirements; specifying criteria for certificates of authority;
terminating alternative regulation plans; defining certain terms; making
technical corrections; removing obsolete provisions
