Modifying certain special assessment and property tax deferral provisions for
qualified property in the city of Eagan used as an art park (Caponi); requiring
payment in full of deferred special assessments or authorizing a payment
agreement approved by the city under certain transfer of ownership conditions;
modifying certain additional taxes subjection conditions, requiring the Dakota
county board with the approval of the city council to determine the amount of
additional taxes due on the portion of property no longer used as an art park
and modifying the interest or penalty provision
