Modifying certain provisions under the clean indoor air act; expanding the
public policy to the regulation of smoking in public places and business
establishments throughout the state and preempting local regulation by counties,
cities or towns; authorizing proprietors of hospitality establishments to permit
or prohibit smoking, defining hospitality establishment and requiring annual
registration by establishments permitting smoking with the commissioner of
health, fees, requiring use by the commissioner for tobacco use prevention
efforts; requiring the commissioner to provide to registered establishments
signs complying with posting requirements for smoking permitted areas; imposing
a penalty on noncomplying proprietors
