of teaching to adopt rules to license applicants licensed in other states and
teachers with alternative preparation and specifying rule requirements; placing
licensure via portfolio under the board of teaching; providing for teacher
licensure reciprocity with other states; allowing teaching experience as
qualification for teacher preparation for out-of-state applicants; allowing
out-of-state applicants to be licensed by qualifying scores on certain
examinations; allowing nonprofit corporations to participate in the alternative
teacher preparation program; defining nontraditional means
