administrative rules under the administrative procedure act (APA); providing for
governor submittal of rule vetoes to the state register in lieu of publication;
specifying certain standards for the granting of rule variances, providing for
mandatory and discretionary variances and authorizing agencies to adopt rules
under the expedited process establishing general standards for granting
variances; prescribing procedures for the granting of variances, specifying
certain variance petition content, notice, order and records maintenance
requirements, authorizing and providing for the charging of petitioner variance
fees; modifying certain requirements for state agency notice to the legislature
of rule adoption intent; providing for the authority of legislative committees
over rule adoption, requiring a delay in agency action under certain conditions
and specifying certain committee vote requirements; prescribing a procedure to
enjoin state agencies from enforcing unadopted rules, requiring a petition to
and order from the office of administrative hearings; prescribing a process for
agency repeal of obsolete rules, specifying certain notice, comment and legal
review requirements; extending the current authority of state agencies to grant
rule variances and repealing the expiration of the authority of the governor to
