program to encourage landlords to rent to high risk tenants with poor rental
histories in Benton, Clay, Dakota, Hennepin, Olmsted, Ramsey, St. Louis,
Sherburne and Stearns counties, defining high risk tenant; requiring the program
to allow local agencies to provide payment bonds to landlords as reimbursement
for a portion of sustained losses; specifying a funding priority and local
government unit or nonprofit agency funding eligibility; requiring the HFA to
establish an advisory committee to assist in the selection of funding
recipients, specifying certain membership requirements; requiring an HFA report
to the legislature by a certain date on the effectiveness of the pilot program
