Bill Name: SF0543

Modifying certain provisions under the Minnesota family investment
program-statewide; eliminating the requirement for county agencies to count a
certain amount of the value of public and assisted rental subsidies provided
through the federal department of housing and urban development (HUD) as
unearned income for eligibility purposes; replacing the requirement for counties
to develop and implement an employment and training services component of MFIP-S
designed to put participants on the most direct path to unsubsidized employment
to a career path leading to long term self sufficiency; authorizing and
providing for participants exit plans development, specifying certain duties of
job counselors; requiring the commissioner of human services to examine the
feasibility of forgiving child support arrears, to develop child support
arrearage forgiveness policies and to explore the possibility of forwarding
current child support to the custodial parent, requiring a report to the
legislature by a certain date; transferring certain amounts of the federal TANF
block grant to the commissioner to reduce job counselor case loads and to
develop MFIP exit plans and to the child care block grant for the sliding fee
child care program(ra)
