2E Requiring and providing for the commissioner of human services in cooperation
with the commissioner of commerce to establish the Minnesota partnership for
long term care program to provide for the financing of long term care through a
combination of private insurance and medical assistance (MA); specifying certain
individual participation eligibility requirements and medical assistance
eligibility determination requirements of the commissioner; specifying certain
policy requirements of partnerships participating in the program; limiting
medical assistance claims against estates for recovery purposes; granting the
commissioner certain modification authority contingent on federal approval
