programs under the federal Older Americans Act of 1965; requiring fund direct
use for senior citizen (aged) nutrition services and for senior nutrition
services reimbursement rates; requiring the board on aging to use state
appropriations and client contributions to increase congregate dining and home
delivery reimbursement rates; prohibiting state appropriation and contribution
use to supplant federal funding
